Peony tree?

I have a 6 foot peony tree that has never bloomed. I planted it about 3 years ago, %26amp; although very tall, I have yet to see any flowers. Is this normal? It gets cut back along with the roses every year. What can I add to the soil to get the beautiful flowers. I did a quick search online, but cannot find a website that gives me facts to what I could be doing to get the blossoms coming in. Any help at all in this area will be great %26amp; welcome any tips. I live in Stockton, CA where we get very cold winters %26amp; very warm summers. Thank you to all the green thumbs out there.

They really need FREEZING temps in the winter, I don't remember Stockton as getting very cold. This might be your problem.

Reply:Is it in full sun? It should be. Stop pruning and don't fertilize at all.
